Topic: Understanding How the Dental Council (NZ) Works: Regulation in Practice
Presenters: John Bridgman (Oral and Maxillofacial Surgeon and Chair of the Dental Council Te Kaunihera Tiaki Niho) and Marie MacKay (Chief Executive of the Dental Council Te Kaunihera Tiaki Niho)

This webinar will provide an overview of the Health Practitioners Competence Assurance Act (HPCA Act) with a focus on how the regulatory framework operates in practice and how the Council responds to regulatory risks.

The aim of the webinar is to demystify the regulatory process, clarify how Council decisions are made; and understand how complaints, notifications and behaviour influence evidence based regulatory decision making under the HPCA Act.

At the conclusion of this webinar, participants will be able to:

  • Describe the roles and responsibilities of the Dental Council (NZ)
  • Understand how the HPCA Act operates and how regulatory decisions are made
  • Recognise the HPCA Act complaints, notification and investigation process (competence, conduct and health matters), including key stages and timeframes for competence, conduct and health matters 
  • Understand how notifications and behaviour influence evidence-based regulatory decision-making

  • Dr John Bridgman

    Oral Maxillofacial Surgeon and Chair of the Dental Council Te Kaunihera Tiaki Niho

    John was appointed to the Dental Council by the Minister of Health in June 2021 and has been the Chair of the Dental Council since February 2025. He is currently registered in the general dental and oral and maxillofacial surgery specialist scopes of practice. John completed his Dental Degree at the University of Otago and also completed a Master of Dental Surgery (MDS) in Oral and Maxillofacial Surgery, and a Medical Degree, both from the University of Otago. After working for two years as a Medical Doctor at Palmerston North, he held Higher Surgical Training Posts in Oral and Maxillofacial for one year in Auckland and two years in the United Kingdom at the East Grinstead Maxillofacial Unit. John holds a consultancy at Tauranga Public Hospital and manages trauma and other acute presentation. He also practices a broad scope of OMS including surgery of the salivary glands, temporomandibular joints, skin, orthognathic and dento-alveolar structures. He has been a member of the Royal Australasian College of Dental Surgeons (OMS) since 2003.

  • Marie MacKay

    Chief Executive of the Dental Council Te Kaunihera Tiaki Niho

    Marie has been the Chief Executive of the Dental Council Te Kaunihera Tiaki Niho since 2008. The Dental Council is the statutory body responsible for the regulation of oral health professionals in Aotearoa New Zealand, with the primary role protecting the health and safety of the public by ensuring that oral health practitioners are safe and competent to practice. Marie holds a Bachelor of Commerce and Administration and a member of the New Zealand Institute of Chartered Accountants. She has also held senior finance roles both internationally and within New Zealand.
