About the Program

In 2023, the Medical Board of Australia and the Medical Council of New Zealand amended the requirements for Continuing Professional Development (CPD) for medical practitioners. All non-exempt medical practitioners will be required to have a CPD home that will manage their CPD compliance in line with their scope of practice.

The College has developed a Continuing Professional Development (CPD) Home Program for Oral and Maxillofacial Surgery (OMS) specialists to align with the CPD registration standards of the dental and medical regulatory bodies in Australia and New Zealand.

OMS Fellows, OMS Specialists and Non-OMS Fellows who are participating in the OMS CPD Program must meet the dental and medical registration standards by:

  • Meet the requirements of the RACDS CPD Program in alignment with the RACDS CPD Framework
  • Develop a professional development plan at the commencement of the new CPD year
  • Self-evaluate CPD activities at the end of the CPD year
  • Complete a minimum of 50 hours per year of CPD activities that are relevant to your scope of practice and individual professional development needs
  • Retain records of annual CPD activities for audit (if randomly selected) by the College and the Board for three years after the end of each one-year cycle.

Annual CPD Cycle

The CPD program is an annual cycle from 1 January to 31 December.

CPD Categories and Hours

For each CPD cycle, you are required to record a minimum of 50 CPD hours across three categories, as outlined below.

Category 3 – Reviewing Performance Includes reviewing and reflecting on actual work processes and can include feedback from peers, colleagues and patients, peer review and discussions Can also include reflecting on an activity, including contributions to personal development and improvements to scope of practice

*New Zealand practitioners are required to engage in structured conversations (Category 3) about their clinical practice with a peer, colleague, or employer.

In addition, CPD activities undertaken must also address the following CAPE domains, which are part of, not in addition to, your 50 hours of CPD.

  • Culturally safe practice (recommended minimum 1.5 hours)
  • Addressing health inequities (recommended minimum 1 hour)
  • Professionalism (recommended minimum 2 hours)
  • Ethical practice (recommended minimum 1 hour)

CPD Self-Evaluation – What is Self-Evaluation?

CPD Participants are required to complete a self-evaluation of your goals and achievements at the end of the year, in preparation to review and prepare your professional development plan for the following year. Time spent completing your reflection and reviewing your PDP can count towards the 50 hours of CPD required each year as a performance measurement activity and can be claimed under Category 3: Performance Review.  CPD Participants can enter their self-evaluation / reflection directly into the CPD Portal.  Refer to OMS CPD Guide, OMS CPD Participation and Compliance Policy and the MBA Professional Performance Framework and MCNZ Recertification and Professional Development for more information.

Forming a CPD Professional Development Plan

The Professional Development Plan forms the basis for planning, structuring, and monitoring continuing medical and dental education activities. The RACDS CPD Program encourages participants to consider their learning needs, connect their learning needs to suitable education activities, obtain credit for the activities, and contemplate their progress and the activities in a way that may change current practice and guide future development.  Outline your annual learning goals relevant to scope of practice, CPD Participants can enter their Professional Development directly into the CPD Portal.  Time spent completing and reviewing your PDP can count towards the 50 hours of CPD required each year as a performance measurement activity and can be claimed under Category 3: Performance Review. Cape Domains Activities and Examples

Mandatory Program Requirements – Cultural safety practice, Addressing health inequities, Professionalism and Ethical Practice (CAPE)

The New MBA CPD Registration Standard requires all medical practitioners to engage in activities relevant to CAPE: These are part of, not in addition to, your 50 hours of CDP to be completed every year.  The RACDS CPD Homes has recommended minimum time requirements for each domain;

    • Cultural safety practice (minimum 1.5 hours)

    • Addressing health inequities (minimum 1 hour)

    • Professionalism (minimum 2 hours)

    • Ethical practice (minimum 1 hour)

All CAPE program-level requirements are aligned to the Good Medical Practice: a code of conduct for doctors in Australia. (the Code). The code describes what is expected of doctors registered to practise medicine in Australia. It sets out the principles that characterise good medical practice and makes explicit the standards of ethical and professional conduct expected of doctors by their professional peers and the community. The College has developed an online OMS Cultural Safety Induction Program for Fellows and Trainees. We recommend Fellows and Trainees complete the program using the following frequency as a guide.

    • Module 1 Cultural Safety every three years

    • Module 2 Discrimination and Communication Module (Self Reflection) every two years

    • Module 3 Reflective Practice Module (Group reflection) annually

Participation and Compliance

Non-OMS Fellows may enrol in the RACDS CPD Program by completing the online CPD Application Enrolment Form and paying the annual fee.

Participation in CPD is required of all OMS Specialists.  Please refer to OMS CPD Guide and OMS CPD Participation and Compliance Policy for further information.

The Medical Board of Australia (MBA) registration standards and Medical Council of New Zealand (MCNZ) recertification standards aim to strengthen CPD and ensure all doctors are engaging in evidence based, relevant professional development, that support doctors to maintain their competence and currency in their scope of practice.

The CPD requirements remain the same regardless of whether OMS specialists practice part-time or otherwise. OMS specialists may be exempted from participating in certain circumstances, subject to the approval of a written application to the CPD Committee. Grounds for exemption may include OMS specialists on medical, parental, or carer’s leave and those with non-practising registration. OMS specialists in this category should refer to the OMS CPD Participation and Compliance Policy.

OMS Specialists who are returning to practice after an absence of between 1 and 3 years are required to complete a minimum of one year’s pro-rata CPD activities relevant to their scope of practice before recommencement.  OMS specialists in this category should refer to the OMS CPD Guide.

Participants must log the required CPD activities and complete a professional development plan in My OMS CPD Home (online tracker) by 28 February of the following year in order to download a Certificate of CPD Compliance for the previous calendar year. A Statement of Participation and a Transcript of CPD Activities is available throughout the year.

The College remains committed to assisting OMS CPD Participants in fulfilling their CPD compliance obligations. We have introduced a CPD Success Touch Point Strategy and offer tools and resources via your CPD Portal and on the web pages listed below.

Participants may appeal decisions on compliance or exemption by the CPD Committee and Board of Studies within 30 days of notification, subject to the RACDS Reconsideration, Review and Appeals Policy.

The Medical Council of New Zealand (MCNZ) require annual reporting on CPD non-compliance for NZ OMS CPD Participants.  The College will continue to support overdue CPD participants to achieve compliance, prior to submitting any regulatory reporting. For CPD audit purposes, please retain records of your annual CPD activities for three years after the end of each one-year cycle.

In Australia, the College is obligated to submit a CPD compliance report for all CPD participants to the MBA within six months after the end of each calendar year.

Resources and References

Organisations or individuals can seek College approval for their CPD activities if they meet the following criteria:

  • Learning objectives are clearly defined and are relevant to the scope of practice of a specialist Oral and Maxillofacial Surgeon
  • The activity promotes a high standard of clinical and ethical care
  • The learning environment allows participants to meet the objectives of the course
  • A process for evaluating the activity against the learning objectives is established
  • Oral and Maxillofacial Surgeons have been involved in developing and conducting the activity where feasible
  • Suitable evidence for verification of attendance can be provided for each participant,
